PLANETARY GOVERNMENT - Red- BOGOTA, COLOMBIA

The planet is an energetic system and a coherent society, synergistic, indivisible and interdependent. In each social group and organization, the government of such a planetary system promotes the free flow and distribution of energy and information from the whole to its parts and from the parts to the whole and encompasses all aspects, including culture and natural resources. Such a network system is in continuous transformation and reestablishes the informatic harmony (economic, scientific, political, cultural ) between north-south, east-west.

GOVERNMENT - White - BURLINGTON, VERMONT

Under the precepts of the Universal Declaration of Human Rights, we the people proclaim the necessity of a world governing body established though a dynamic participatory democratic process which will be the foundation of a new spirit of cooperation among the many peoples of the world.

In order to ensure a just and equitable society, we propose to establish processes locally, regionally, and globally which will:

BIO-REGIONALISM - Brown - BURLINGTON, VERMONT

Bio-regionalism holds promise as a building block in world government, to create a confederacy of communities which enhance individual empowerment, participatory democracy, and a sustainable quality of life.

Bio-regionalism is a system of communities and agriculture which harmoniously and sustainably draw upon their local ecosystems - watersheds, forests, soil, aquifers, minerals - to establish self-sufficiency and independence from imported food.

Rather than trucking food thousands of miles, consuming an inordinate amount of energy, the communities in the region can diversify local production of food and commodities in balance with climate, soil and water. Each bio-regional area should itself be self-sufficient in food and other necessities before taking part in free trade.

Common Security

Militarism as a symptom of injustice cannot be addressed in isolation. Common security is dependent on actual and perceived common interest.

The shift of military strategy from deterrence (prevention by fear of the consequences) to discouragement (prevention by lack of confidence of success) seems essential for the avoidance of conflict, and for the change from the arms-production basis of national economies to sustainable, productive and socially beneficial activities.

Reform of the U.N. is required for it to channel newly-freed resources into Sustainable Development in the Third World.

WORLD GOVERNMENT SHOULD NOT CONCERN ITSELF WITH THE SYMPTOMS OF THE DISEASE, BUT SHOULD SEEK TO FIND AND CURE THE ROOT CAUSES OF THE DISEASE - Red - LONDON, ENGLAND

If there is such a thing as "good" world government, most of the red group have no idea what form it would take. But we feel sure that it would not resemble any existing system of government. One member of the red team is not sure that it would not resemble any existing form of government.

GUERRILLA APPROACH TO SOCIAL ACTION (living theatre) - Black -LONDON, ENGLAND

"Guerrilla" does not have to mean conflict; in this context we mean coordinated action at a local/community level. Good (world) government would recognise that "local" level knowledge and action is best suited to tackle "local" problems. Good (world) government would facilitate and support local action by provision of resources. Rather than struggling for consensus on all issues, good government should tolerate (and encourage) diversity - within an overall morality. Government should not attempt to impose structure on local activity. Also, it needs to be recognized that what was once a fresh and exciting initiative can become ossified and institutionalized and concerned with its own survival (and opposing new grass roots activity). Action should exist outside, but may work alongside, existing political structures and would probably concentrate on single issues.

Advantages are that local action can stimulate others to activity, gives power to groups outside of the mainstream but need to guard against anarchy, exclusively self-serving go-getterism and fragmentation.

Think globally, while acting locally.

GOVERNMENT/ANARCHY - NEW HARTFORD, NEW YORK

A world government is necessary and should be established through a reformed United Nations. The Universal Declaration of Human Rights should be adopted as the world constitution. The world government would function from the nucleus of a democratically-elected Assembly of the U.N.

Elections could be held by a vote by the Citizens of the World. There would be no national military forces, each region would supply volunteer forces to the world peacekeeping force which would be used where requested to provide aid in crisis situations (earthquakes, floods, famine) and to intervene in quarrels between and within regions. Sanctions to be applied by the U.N. through the World Bank against any group that fosters aggression towards others. There will be no monopoly on decision-making by one group with the end of nation-states, no borders. This will end individual passports and tariffs on export/imports. An international currency would stabilize world economy and ease travel and trade. Respect for the many cultures and languages will beencouraged while at the same time promoting an international language for ease of communication. The end of the nation state and the move to world government may be a transition to a time when no government is necessary.

LEGAL SYSTEM - NEW HARTFORD, NEW YORK

One World Government. There should also be one World Court system that enacts laws that are more protective than punitive. The death penalty must be eliminated. Punishment for crimes should be more rehabilitative; there should be community service for nonviolent crimes; and a system for repayment to victims. White collar criminals should be not be allowed to retain ANY money from their crimes. We should decriminalize the use of drugs as drug addiction is a sickness. Rehabilitation and treatment should be provided for addicts. Lawyers should be salaried and reimbursed above and beyond their salaries by clients' ability to pay. World laws should be enforced by the World Government.

GLOBAL DEMOCRACY - Green - SWANSEA, WALES

Democracy means more than just voting, it implies:

  1. EQUALITY, by which we mean giving equal right to people's lives including both their rights and responsibilities.
  2. EMPOWERMENT, meaning the right and desire to participate in society/democracy and so achieve a sense of belonging.
  3. Devolution of power/ resources

Equal power is based on equal access to resources including:

  1. information
  2. education
  3. The financial resources to meet physical needs.

To achieve community based access to power, global government intervention is required (in the transitional phase) until the systems of distribution of resources becomes self regulating.

SURVIVAL OF THE WHOLE (TRIBE, FAMILY, HUMANITY) SUPERORDINATES (IS MORE IMPORTANT THAN) SURVIVAL OF THE INDIVIDUAL. - White - TORONTO, CANADA

World governance should be directed firstly, to survival of the "Global Commons" (i.e. air, water) which is dependent on the awareness, education and action of each and every individual.

THE UNITED NATIONS IS NOT THE BASIC STRUCTURE REQUIRED FOR WORLD GOVERNANCE - Red - TORONTO, CANADA

The structure of the U.N. is inoperative in governing our world. We sovereign citizens recognize that world governance be expanded beyond the principles of nation / state or populations to include our mutual interdependence. Our empowerment of the individual and our inherent right to self actualization. We sovereign citizens, hold these truths to be universally evident:

The concept of (national) "citizenship" is invalid.

We are born human beings and that's what we should primarily identify as when governing ourselves and when interacting with each other. Every human being is to be included in world governance, yet humanity must acknowledge that it is only one part of the whole and must govern itself in relation to all existence on the planet.

WORLD GOVERNANCE IS IMPOSSIBLE: PEOPLE ARE TOO LETHARGIC AND SELF-SERVING, WANTING TO KEEP WHAT WE'VE GOT. - Yellow - TORONTO, CANADA

It is possible that world government is possible. It is also possible that world government is impossible due to the state of lethargy and self-servingness found in humans. What can we, as sovereign individuals do to increase the possibility of world governance?

[As a world citizen]:- I can actively seek to understand what makes myself and others lethargic and self-serving. I can recognize this state exists in myself and others and not use it as an excuse for lack of action in creating allies/support for world government.
