To the World Citizens of Taiwan:

I am happy to greet you in the name of your fellow World Citizens.

The right to choose your political allegiance is an inalienable right sanctioned by the right of self-determination, by the Universal Declaration of Human Rights (Arts. 15, 21[3], and 28), by numerous national constitutions, but particularly by the democratic principle itself codified by your own Republic of China Constitution.

Living as we are in a veritable global village, approaching the millennium, our rights and duties involve absolute recognition of both our essential unity as a species and our universality as beings allied to the cosmos itself.

Your claim to world citizenship therefore serves to identify both your human rights and your responsibilities for the survival of the earth community, comprising a multitude of species sharing a common environment.

The legitimacy of the political framework that endorses your world citizenship (the World Government of World Citizens) resides in the sovereignty both of the individual (Ref., Art. 1, UDHR) and of humanity as a whole.

Yet, paradoxically, humanity as such does not and cannot exist until we humans recognize and organize our unity. So long as we blindly divide ourselves into national/religious tribes, humanity remains a fiction-to-be-realized. War irrationally remains a social option. In the so-called nuclear age, this deadly option forecloses humanity's birth. Thus, your personal claim to world citizenship is not only a vital act of individual humanity but the key to human survival since you join your fellow humans in a solemn compact announcing humanity's eventual existence on planet Earth.

The World Service Authority, the administrative organ of the WGWC, facilitates your claim as World Citizens with appropriate human rights documents, as well as programs of further implementation of world citizenship. The "mundialization" of cities, the World SyntegrityTM Project and the World Referendum on the Internet's World Citizen Web site are ongoing examples.

WSA's Legal Department assists registered World Citizens in their claim of fundamental human rights and violations thereof. A draft statute for a World Court of Human Rights has been prepared for eventual implementation.

Your active support of these initiatives is vital. Together we will surmount the complex problems of this century and enter the 3rd millennium free of war, free of want and free of fear, a humanity worthy of its rightful place in the Universe.
